Jason Dej-Oudom who killed his wife and kids abused his family for a decade

A man who killed his wife and three children before taking his own life had abused them for a decade, records have suggested.

Jason Dej-Oudom, 34, fatally shot his wife Phoukeo, 35, in front of a Walgreens in Las Vegas, Nevada last month.

Police later found out he had killed himself as well as his children - 15-year-old Dalavanh, 14-year-old Xonajuk and nine-year-old Anhurak. 

Records obtained this week by the Las Vegas Review-Journal via a public records request show that Phoukeo reported her husband's abuse as early as 2005.

Officers in Fairfield, Ohio, responded to an emergency call from Phoukeo on December 29 that year. The family lived in Columbus before moving to Las Vegas.

She told them Dej-Oudom had been kicking and choking their daughter Dalavanh, who was five years old at the time, the Review-Journal reported.

Dalavanh had back and neck injuries and received treatment at a children's clinic before being referred to the ER.

Phoukeo herself had injuries to the head caused by her husband punching her, the newspaper wrote.

But officers did not arrest Dej-Oudom following that call, according to the Review-Journal. Instead, the report reads: 'Not a crime/Other service.'

Police gave Phoukeo contact information for the prosecutor's office and a pamphlet titled 'A Guide to Protection Orders, The Court, and Community Resources.'

Phoukeo called again five hours later, this time telling officers her husband had called her cellphone several times making threats.

She said he had told her 'something was going to happen to her because she left', according to the  Columbus police report.

A family friend called Dej-Oudom to calm him down, but Dej-Oudom said he was going to 'kill somebody' if he didn't find out 'where the victim was', the report reads. 

It is unclear if Dej-Oudom was arrested after that call. The case was referred to the prosecutor's office and cleared, according to the report.

The DailyMail.com has reached out to Columbus police for comment. 

Court records previously showed that Phoukeo was denied an order of protection just three weeks before Dej-Oudon killed her and their three children.

Phoukeo filed paperwork seeking protection on June 8, telling Clark County authorities the 'children's lives as well as mine have been threatened,' court records show.

'Guns have been pulled out and pointed to our heads multiple times,' Phoukeo wrote.

But the following day, her application was denied — without a hearing — because it failed to 'meet statutory requirements,' court records show.   

In her application for protection, Phoukeo said Jason once harassed her in the workplace despite her pleas for him to stop. He threatened to take the kids back to Ohio.

'I tell him to leave promptly. He mentioned that he will take children whenever he pleases,' she wrote of the June 7 incident, according to the Review-Journal.

'In conversation, he said me not returning home is not an option, and will not accept it. Also said, 'if anything were to happen to children, hopes I can live w/ that.'

He added: 'This will not end well.'

Phoukeo told her manager at Sports Clips Haircuts she was 'scared for her life.' She quit her job, fearful that Jason would return there.  

She had filed for divorce last month and asked for custody of the children, the Review-Journal reported previously.

Phoukeo had written in court papers that her husband was 'a flight risk' who could not hold a job and insisted the children needed to be placed in her care. 

Dej-Oudom and his wife had been married since 2000. 

Phoukeo had checked boxes in her filing, dated May 25, indicating domestic violence and Child Protective Services were involved in the case, the Review Journal wrote.

'The father is a flight risk, and the children need to be in my care for education purposes, and stability,' she wrote in a motion seeking primary custody. 'Father can not hold a job.'

Phoukeo, a licensed cosmetologist, did not seek spousal or child support. She wrote that she wanted to take 'full responsibility financially' and that it was up to each parent to 'provide willingly'.

She complained that her husband sometimes to the children back to Ohio, where they had lived previously, without her knowledge or consent.

This, she wrote, caused them to miss school days and tests.

All five had been living under the same roof in Las Vegas since March last year after moving out of Columbus, Ohio.

Dej-Oudom was spotted chasing his wife on Torrey Pines Drive, just south of Lake Mead and north of the family's 1900 N Torrey Pines apartment, last month.

A good Samaritan attempted to intervene and save Phoukeo, but was powerless to stop the horrific events.

A man heard her screaming for help around 7.20pm as he drove his car down Torrey Pines Drive. He picked her up, but then found himself being chased by her husband.

Dej-Oudom pursued them to a CVS drug store two blocks away, before pulling a gun on the pair and dragging his wife into his car at gunpoint.

As he sped off, his wife hung out of the window, eventually escaping and running away. She managed to run to a Walgreens about half a mile away, but her husband caught up with her in his car.

Witnesses outside the store reported hearing four gunshots around 7:30pm. A bystander rushed to Phoukeo after she slumped to the ground, but she was already dead. She had at least one gunshot wound to the head.

Dej-Oudom fled, but a relative called police at around 8pm saying he was at the family's apartment and suicidal.

A SWAT team responded to the address, deploying flashbang grenades and shouting 'We know you're in there' though loudhailers, but failed to make contact with him.

Hours passed before they learned that the couple's children were inside, at which point they entered the building.

Inside they found the bodies of the father and three children in a bedroom.

Authorities are not sure if Dej-Oudom killed the children before or after his wife.

'It's really hard to understand how this could happen, how somebody could do that to children,' police Lieutenant Dan McGrath said.

He added that the carnage inside the home was hard on the investigators.

Domestic violence reports involving the family were noted earlier this month at the same apartment and in an out-of-state incident in 2006, he added.
